The public is encouraged to participate in the EIS process. The Final Programmatic EIS is available for downloading/browsing online.
Final Programmatic EIS
The Final Programmatic EIS was published in November 2007, and is available for downloading/browsing online. The public may also order copies of the Programmtic EIS on CD-ROM. The Final Programmatic EIS includes public comments submitted for the Draft Programmatic EIS, and responses to those comments.
Public Review of the Draft Programmatic EIS
The public was given the opportunity to provide comments on the Draft Programmatic EIS. The Draft Programmatic EIS public comment period began March 16, 2007, and ended May 22, 2007. Prior to the public comment period, a Notice of Availability (NOA) was published in the Federal Register announcing the distribution of the Draft Programmatic EIS, announcing a public comment period, and describing how the public could submit comments. Comments were provided by mail, through the Web, and at public hearings.
Draft Programmatic EIS comments were considered in development of the Final Programmatic EIS. Public comments received on the Draft Programmatic EIS, including individual letters and comments received electronically and oral comments presented at public meetings are available for downloading/online browsing.
Draft Programmatic EIS Public Hearings
Draft Programmatic EIS public hearings for the OCS Alternative Energy Programmatic EIS were held on the dates and times indicated under Public Meetings.

Public Scoping Process
The public scoping period for the OCS Alternative Energy Programmatic EIS ended July 5, 2006. During public scoping, the U.S. Department of Interior, Minerals Management Service (MMS), invited interested parties to participate in the public scoping process. The purpose of the public scoping process is to determine relevant issues that will influence the scope of the Programmatic EIS. Throughout the scoping process, all interested agencies (Federal, state, county, and local), public interest groups, Native American tribes, businesses, and members of the public had the opportunity to advise MMS in determining the significant issues, alternatives, and mitigation measures to be considered for analysis in the programmatic EIS. Comments on issues were accepted at public scoping meetings, by mail, and electronically through a public comment form on this Web site. The public scoping period started with the publication of the Notice of Intent in the Federal Register.
Public Scoping Comment Summary Report and References Available
A report entitled Summary of Public Scoping Comments Received During the Scoping Period for the Outer Continental Shelf Renewable Energy and Alternate Use Programmatic Environmental Impact Statement is now available for downloading or browsing under Documents. The report summarizes comments that were received during the scoping period for consideration in preparing the PEIS.
